The Role:
The Communication and Corporate Affairs area has overall responsibility for brand strategy, market research and insights, marketing and digital marketing (websites and social media strategy), and working across teams to align Communication and Corporate Affairs, public relations and crisis management, project communications, stakeholder communications, sponsorships, media relations and internal communications. The Stakeholder and Strategic Technical Communications Function is responsible for the successful coordinated management of all organisational stakeholders and the development of overall strategic communications approach in support the successful delivery of infrastructure projects including statutory consents and related stakeholder engagement for Strategic infrastructure (SID) projects, wider infrastructure delivery and Asset management Communications to be delivered by the Projects and Communities Team.Through interpretation and impact assessment of relevant policy and legislative imperatives, and the prioritisation of a consistent approach to right messaging, to the right stakeholders at the right time they will ensure UÉ builds trusted critical relationships across government, industry and regulatory partners to ensure success. This function will embed integrated 360 integrated comms, creative content development, agency engagement, contractor and supplier management, risk management, rigorous portfolio management and governance processes in everything they do.
The stakeholder and public affairs team are accountable for the development of holistic, effective and proportionate stakeholder management systems, frameworks and networks to support stakeholder relationship managers across the Usice Éireann business, as well as developing communications strategies and plans across all identified stakeholder partnerships e.g. industry, regulatory bodies, consultative groups and partners etc.. They input to and implement communication plans to support the successful delivery of all stakeholder & industry plans at national level.The team implements the Uisce Eireann Stakeholder and Public Affairs Strategy and provides strategic leadership, advice and direction for relationship managers within the business support the delivery and execution of related plans in line with balanced scorecard metrics. This includes Uisce Eireann's relationship with elected representatives as well as with key strategic statutory stakeholder bodies, business and industry bodies. The team works closely with business areas across Uisce Eireann to ensure that our key messages, activities and strategic objectives are being communicated both internally and externally.
Additionally, they co-ordinate a profile of critical policy areas where support is required and work with key business stakeholders to develop strategies and plans to ensure successful influence is brought to bear while also providing advice and support to the internal business and the Projects and Communities Team and implementing digital solutions to ensure the ongoing coordinated approach to stakeholder management and engagement. The team oversee the interpretation and impact assessment of all current and potential relevant regulatory requirements and national and EU legislation providing expert advice to key internal stakeholders on how to tailor and provide consistent messaging to respond to same. They provide a central stakeholder management route for all Departmental interactions, ensuring consistent messaging from all parts of the organisation and enhancing and supporting the communication and feedback flows with the Department. They manage the co-ordination of activity across the Directorate to support the delivery and consistency of responses to Oireachtas business and related Department responses while also providing expert advice and quality assurance for key corporate communications.
Reporting to theStakeholder and Public Affairs Senior Manager, the Communications Technical Manager - Stakeholder will be responsible for managing the Stakeholder Team and supporting thedelivery of the overall objectives of the business and the directorate as they relate to key strategic stakeholder management and engagement activities, frameworks and the delivery of stakeholder toolkits,and reporting to senior internal and external stakeholders on same including Executive and senior leadership teams, Ministers and shareholding Departments, other relevant government departments and the Uisce Éireann Board.
Main Duties and Responsibilities:
* Responsible for leading out on the development of strategic stakeholder capability in all functions within UisceÉireann through design and implementation of theStrategic Stakeholder Framework, design and delivery of individualPartnership Plans, Stakeholder Engagement Plans,Stakeholder Governance Forum, Stakeholder Toolkit and Networks and other enabling initiatives
* Responsible for developing and ensuring the strategic management of nominated stakeholder relationships, specifically An Foram Uisce and the UisceÉireann National Stakeholder Forum, to include the development and implementation of protocols, MoUs or stakeholder plans as needed
* Manage the Stakeholder team and provide guidance and coaching to the individual team members to achieve the delivery of individual and team KPIs
* Represent Uisce Éireann at relevant stakeholder engagements to build relationships with key strategic stakeholders and national stakeholder bodies
* Provide strategic advice on the implementation of water and other relevant policy and EU Directives, working closely with the Stakeholder and Public Affairs Senior Manager and relevant senior teams across UisceÉireann
* Responsible for ensuring all day-to-day information requests related to Oireachtas business, DHLGH and Ministerial briefings are managed effectively, efficiently and to a suitable quality including tracking, reporting and adherence to good governance. Acting as a point of escalation for any issues arising.
* Manage the delivery of the annual survey of Strategic Stakeholder Satisfaction for the business and use research insights gained to adapt and enhance engagement strategies.
* Adopt a leadership role delivering integrated 360 degree integrated strategic communications on behalf of the Communications and Corporate Affairs Directorate directed by evolving business need and as defined and agreed in employees workplan.
* Lead and be a champion for collaboration, demand and capacity management, strong adherence to clear process and documented governance for the delivery of the prioritised portfolio of Corporate Affairs work.
* Build and maintain critical internal and external relationships to provide advice, guidance and support on communications on behalf of Uisce Eireann
* Lead a strategic approach to the use of digital communications and research insights to adapt communications strategies and measure their success
* Work cross functionally on projects or tasks as directed by the Senior Management team when required.
* Some travel within Ireland including attendance at events and out of hours may be required for this role.

* Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
* Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
* Other duties as required.
Knowledge, Skills and Experience:
* Relevantthird level qualification and or accreditation is desirable
* A minimum of 7 years Experience in the water, utilities or similar industries is desirable and or relevant expereince
* Demonstrated leadership ability, proactive development, motivation and engagement of staff
* Experience managing a large team, with strong people, change management and conflict resolution skills
* Experience of developing and maintaining effective strategic partnerships with key stakeholders
* Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
* Experience of supporting policies, systems and controls and driving the implementation of progressive policies.
* You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment
* Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented.

Please note the Market reference point (midpoint) of the range is generally the upper end of the offer where someone is deemed to be fully competent to take on the duties of the role, and leaves room for the employee to progress through the pay range as their experience develops further.
