Role Purpose: As Director of Safe and Inclusive Programming, you will lead a unit which brings together Safeguarding alongside other technical areas responsible for ensuring the safety, dignity, and inclusivity of Concern's programmes.
The Unit provides technical support in the delivery of integrated and standalone protection programming, equality transformation, as well as conflict sensitivity and transformation programming.
The Director of Safe and Inclusive Programming will provide strategic direction and senior level engagement, oversee and conduct high quality and accountable Safeguarding case management, and direct the Unit's technical assistance and guidance to ensure that Concern provides high quality programmes in full respect of those affected by crisis.
Responsibilities: Strategic Leadership: Manage and guide the unit, ensuring that the team of five technical experts enhances and supports our overall programming approaches to protection, safeguarding, conflict and equality at the country programme level.
As a senior member of the Emergency Directorate, contribute to the overall strategy and output of the directorate.
Create an inclusive work environment where a diverse staff, regardless of identity, culture, or situation, feel valued as members of the team and are able to contribute their expertise, energy and creativity to the work of the Unit.
Safeguarding Case Management and Compliance Personally case manage the highest risk and highest harm categories of safeguarding incidents.
Participate in Concern's Serious Incident Monitoring Group and present updates to the Safeguarding Committee of the Board.
Contribute to the continuous improvement of Concern's Safeguarding Case Management, ensuring that all new senior staff are well briefed on the associated procedures and responsibilities.
Provide strategic input into Concern's position on data protection issues and donor demands in relation to Safeguarding.
Working with Safeguarding, Internal Investigations, HR, and senior managers, ensure that cases are managed using Concern's Case Management Procedure and adhere to the requirements of a survivor-centred approach.
Ensure positive internal and external working relationships within the team and with other directorates, particularly, the Internal Audit and Investigations Unit, Human Resources and the International Programmes and the Strategy, Advocacy and Learning (SAL) directorates.
Ensure timely and adequate responses to donors' due diligence assessments and compliance requirements of Concern's safeguarding measures.
Global technical leadership and development: Direct both policy and strategy development, implementation, and review for all technical areas.
Ensure strong assessment of country capacity and improvement planning for the Unit's technical areas.
Ensure that clear, practical, and impactful guidance for all Unit technical areas is in place.
Support country programmes to reduce the potential for their responses to cause harm to any programme participants.
Support the strengthening of Feedback, Complaints, and Response Mechanisms (FCRMs), deepening our commitment to accountability to affected people.
Ensure strong integration between SAL and the Unit to benefit from potential overlaps, efficiencies, and shared areas of work.
Additional responsibilities Using existing connections with key international and national groups/institutions, represent Concern externally, and/or support technical advisers' representation, with safeguarding, protection, conflict and equality working groups/institutions, donors and the media, using knowledge and experience to influence good practise and change in the sector Be available to respond quickly to emerging needs by undertaking or participating in humanitarian assessments or in supporting the establishment of programme interventions, ensuring that Safeguarding is considered in the response from the outset, including in any initial assessments of needs.
Role Holder Requirements: Essential: A recognised degree in a specialist technical or professional field such as humanitarian action, protection, gender/gender-based violence (GBV), conflict, psychology, etc.
or equivalent experience.
At least eight years leadership experience, of which a minimum of five years must have been spent working in a humanitarian context, ideally within Africa or the Middle East.
Strong conceptual and practical understanding of standalone Protection programming, and/or Equality transformation / Conflict transformation in humanitarian contexts, including the constraints, sensitivities and risks associated with such work.
Demonstrated experience of implementing safe and accountable programmes through safeguarding, protection mainstreaming, gender sensitivity, conflict sensitivity, and accountability procedures and standards during the design, delivery and review of development or humanitarian responses.
Extensive experience of delivering training (including training of trainer) programmes/workshops.
Excellent relationship management and influencing skills with senior leadership and donors.
Demonstrated success in the delivery of cross functional/organisational wide initiatives.
Excellent verbal and written communications skills.
Ability to travel to and work in challenging and insecure contexts, potentially at short notice.
Experience of managing complaints and internal investigations.
Excellent communications and relationship-building skills, both formally and informally.
Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
Strong IT skills, including Word, Excel, PowerPoint, and both online grants and case management tools.
Desirable: Significant demonstrable experience in (ideally multiple) Safe and Inclusive technical areas, preferably in a programme management/coordination and/or technical advisory role.
Sound understanding of MEL and donor reporting requirements.
Master's degree in a relevant field.
Fluency in French and/or Arabic.
