eir evo talent are currently seeking applicants for a Programme Manager. This is a long term day rate contract position located with our government client in Dublin 2. This is a hybrid role, requiring 3 days onsite per week.
We are seeking an experienced Programme Manager to lead a high-profile organisational change initiative within a government department. This role will be pivotal in establishing a new division, driving strategic transformation, and ensuring robust governance and stakeholder engagement throughout the process.
Key Responsibilities
1. Programme Leadership: Set up and manage a new division, ensuring alignment with strategic goals and statutory requirements.
Oversee all aspects of programme planning, monitoring, and reporting for both Phase 1 and Phase 2.
Facilitate weekly programme team meetings with the Programme Sponsor and team.
2. Governance & Documentation: Define and implement programme governance structures, including secretariat support.
Develop and maintain comprehensive programme documentation to support multiple stakeholder engagements.
Ensure adherence to governance requirements, including infrastructure codes and statutory obligations.
3. Stakeholder Engagement: Lead stakeholder communications planning and support engagement activities.
Track and follow up on stakeholder actions, ensuring effective correspondence management.
4. Risk & Issue Management: Support ongoing identification and mitigation of programme risks, issues, actions, and decisions (RAID).
Maintain active risk management and ensure risks are reflected in programme plans.
5. Reporting & Deliverables: Produce key programme reports, including bi-weekly updates to the PMO and internal/external implementation reports.
Report blockers and issues to the Programme Director on a weekly basis.
Deliver key outputs such as updated programme plans, business cases (including for EU funding), and governance materials.
6. Business Case & Procurement Support: Support the development of business cases for internal governance and funding applications.
Assist with procurement processes in collaboration with business leads.
7. Benefit Realisation & Costing: Identify and map programme benefits.
Support activities to produce costings for programme plans and future phases.
Essential Criteria
8. Proven experience managing large-scale organisational change programmes, ideally within the public sector.
9. Strong track record in establishing new divisions or teams, with a focus on governance and stakeholder management.
10. Demonstrable expertise in programme planning, risk management, and reporting.
11. Excellent communication, facilitation, and leadership skills.
12. Ability to work collaboratively with senior stakeholders and multidisciplinary teams.
13. Experience supporting business case development and procurement processes.
Desirable Criteria
14. Experience with capital programme governance and alignment.
15. Familiarity with EU funding application processes.
16. Knowledge of statutory and infrastructure governance requirements.
