National Office of Clinical Audit The National Office of Clinical Audit (NOCA) was established in 2012 to create sustainable national clinical audit across the Irish healthcare system. NOCA is funded by the Health Service Executive (HSE) Office of the Chief Clinical Officer (CCO), governed by an independent voluntary board and operationally supported by the Royal College of Surgeons in Ireland (RCSI). Internationally, clinical audit is a recognised approach to improving the quality of patient care and improving outcomes. Working with the HSE National Centre for Clinical Audit (NCCA), and the Department of Health through its National Clinical Effectiveness Committee. NOCA designs, establishes and supports a portfolio of national clinical audit / registries based on national priorities that include burden of care, variation of care, availability of clinical standards and economic benefit. NOCA advocates for change at a national level, arising from key findings in our audit / registries. We do this by working with senior decision makers at both policy and operational levels within the Irish healthcare system. NOCA promotes transparent reporting and publishes national reports for each of its audit / registries well as providing regular reports to hospitals. Job purpose This role is based within Audit Development. The purpose is to support development of new national clinical audit / registers. The role and person profiles are an outline of the tasks, responsibilities and outcomes required of the role. The jobholder will carry out any other duties as may be required by their line manager. NOCA is recruiting for two roles - development of registries in Dementia Emergency Medicine Airway Management. Responsibilities Feasibility and Audit1 Development Lead prioritised and funded national clinical feasibility and audit development projects Work with internal and external stakeholders to agree audit quality improvement (QI) aim, objectives and scope of audit Lead development of audit datasets and reporting metrics to meet QI aim and objectives Manage site recruitment for pilot testing of dataset, data validation and report metrics Provide business requirements for the audit web-tool specification, coordinate user acceptance testing scripts and participate in testing of changes as required Establish clinical audit networks to support data collection, reporting and QI in sites. Governance Coordinate a comprehensive stakeholder assessment, engagement and planning process, to ensure engagement with stakeholders at the right time throughout the projects Ensure Public and Patient involvement in both feasibility and audit development projects Establish, coordinate, and stand down where necessary project steering committee for feasibility and audit development projects. Project management Act in an overall project manager role that plans, manages, and reports on assigned project development projects, ensuring they are delivered to agreed standards, budget and timeline. Establish and administrate NOCA led audit development project team and steering group meetings and attend HSE / external third-party meetings as required as required Develop and maintain an annual project work plan and contribute to the production of audit development reports as required. Information Governance Undertake assessment and respond to information governance and General Data Protection Requirements of Audit Development projects Adhere to NOCA information governance policies, procedures and guidelines (PPGs). Data Work closely with internal and external colleagues to ensure data quality standards Involve relevant stakeholders including PPI (Patient and Public Interest) representatives to ensure that data collection will meet their needs and drive health service improvement Seek opportunities for international benchmarking. Audit / Registry Reports Work closely with Data Analysts to ensure the data validation Plan and manage audit development reports for different data users Work with the audit writing group to produce and edit the final audit development report to NOCA standards and agreed timelines Work with Public and Patient Interest representatives with the Communications & Events Lead to create Summary Reports. Training audit provider staff Assess and develop a needs-based training and education programme for hospital audit personnel Main point of contact for hospital audit personnel for audit development projects. Stakeholder engagement Ensure delivery of effective communication with stakeholders, data users and the public through agreed channels e.g., NOCA newsletter, professional journals, website pages and social media Deliver presentations on relevant audit development activity on behalf of NOCA at both internal and external meetings. Generic NOCA responsibilities Compliance to standards, policies and procedures in the NOCA Quality Management System Maintain professional standards in relation to confidentiality, ethics and legislation Contribute to team operational and strategic activities as required. Person Profile Qualifications A Level 9 qualification in a healthcare profession or healthcare related area and/or equivalent relevant experience and recognised as a senior researcher. Knowledge, Skills and Experience - Essential Demonstrate experience of successfully managing complex change projects with multiple stakeholders. In depth understanding of the Irish healthcare system Understands the role of clinical audit, quality registers and quality improvement in clinical effectiveness Can operate flexibly within a busy environment; can shift focus when required Works productively and collaboratively within a small and dynamic team Establish and implement respectful and yet effective working relationships and communications with senior clinicians, patient safety and quality managers and other healthcare professionals in the health service Project management experience - understands planning, change and, risk management & reporting Ensure that project plans are communicated and that all timelines are met Competent in the MS Office suite of products Demonstrates effective communication and interpersonal skills with the capability of working within a project team to achieve results Ability to communicate effectively with technical, business resources, all levels of management and external stakeholders.
