The Head of Compliance (PCF-12) will serve as the senior executive responsible for establishing, implementing, and overseeing the compliance framework at Pionew Ireland in line with applicable laws, regulations, and industry standards. This role ensures the organisation’s activities are conducted with integrity, transparency, and in full adherence to regulatory obligations under the Markets in Crypto-Assets (MiCA) framework and other regulations. The Head of Compliance will also oversee compliance monitoring, investigations, and staff training programs, fostering a strong culture of compliance across all business functions. This is a Pre-Approval Controlled Function (PCF) position requiring PCF-12 regulatory approval prior to appointment.Key ResponsibilitiesEnsure the PIL’s operations comply with all applicable laws, regulations, and guidance, including MiCAR.Design, implement, and update the Firm’s compliance policies, procedures, and control frameworks.Develop and execute a risk-based compliance monitoring and testing plan.Embed compliance requirements into business processes, product design, and customer interactions.Ensure coverage across all regulatory areas, including market conduct, consumer protection, data protection, operational resilience, anti-bribery, and cybersecurity.Oversee internal audits, and investigations.Prepare and submit regulatory reports and filings in a timely, accurate manner.Maintain a compliance risk register and track remediation actions.Lead compliance training programs for staff, tailored to crypto-specific risks and regulatory expectations.Oversee escalation, investigation, and resolution of compliance-related incidents.Ensure effective incident response plans are in place for compliance related issues.Act as the primary liaison with regulatory bodies and auditors.Collaborate cross functionally to ensure regulatory alignment.Advise on risk mitigation strategies for new products, partnerships, and jurisdictions.Promote a culture of ethics, integrity, and compliance across the Firm.Provide guidance and mentorship to compliance and operational teams.Maintain up-to-date knowledge of evolving regulations and advise senior management and the Board on implications.Participate in internal and external audits and act as the lead interface with business stakeholders.Produce comprehensive management reports for the board of directors, regulators and senior management as required.Qualifications and ExperienceBachelor’s degree in Finance, Compliance, Risk Management, Law, or related field; a Master’s degree is preferred.Minimum of 5 years experience in compliance, risk management or audit within the financial services industry, ideally with exposure to digital assets or fintech. Experience in regulated financial services is essential.Deep understanding of Central Bank of Ireland’s regulations, VASP guidelines, MiCAR, and AML/CFT requirements. Experience with PCF roles and Central Bank of Ireland interactions is highly desirable.Proven experience in a senior leadership role, with the ability to manage cross-functional teams, engage with the Board, and influence stakeholders effectively.Proficiency in Compliance management and methodologies.
